Press Release:
Mayor Alex Knopp and Fire Chief Denis McCarthy's Press Release for issuance of the Architectural and Engineering RFP for the Volk Fire Station Headquarters and the Fire Services facility

Renovations are planned for both the Fire Support Services Facility (the old "Wheels" bus garage) and the Volk Fire Station Headquarters, in accordance with the conclusions reached in the Comprehensive Assessment of the Fire Department dated 12/30/2004 by the Matrix Consulting Group.

Fire Support Services Facility (former "Wheels" bus garage):

The Fire Support Services Facility is located at 100 Fairfield Ave in Norwalk, CT. Formerly known as the Wheels Bus Garage, and more recently as the Mechanics Facility, the building is owned by the City of Norwalk and is currently used by the Fire Department as a maintenance and storage facility.

The building is approximately 26,500 gross sq. ft., and was originally constructed in 1983.

It is intended that the currently unused approx 3000 sf office portion of the building be fit up to provide offices for the fire prevention and training functions of the Norwalk Fire Department, to be relocated from the Volk Fire headquarters building. In addition to the renovation of the office area, upgrades and improvements are contemplated for the maintenance shop area, as well as the old bus storage area. Re-roofing throughout, and cleaning/refurbishing of the exterior building skin. For the office area, contemplated renovations include: code upgrades (including ramping and other ADA compliance); partition revisions for new program needs; new ceilings, flooring and other finishes; upgraded bathrooms; replacement of HVAC systems; updated electrical and technology wiring. For the maintenance shop area: demolition of the old bus wash station equipment, added HVAC, and lighting. For the bus storage area: replacement of the heating system.

The preliminary construction cost budget for the renovation and improvement of the Fire Support Services Facility is approximately $1.3 million, with a total project budget of $1.6 million including soft costs and project contingencies.

Project Description – Volk Fire Station/Headquarters:

The Volk Fire Station/Headquarters Building is located at 121 Connecticut Avenue in Norwalk CT. The building is owned by the City of Norwalk and is used by the Fire Department as Fire Station #2, as well as serving as their Headquarters, housing all central administrative, operational, training, and fire prevention functions.

The building is approximately 25,750 gross sq. ft., and was constructed in 1964.

A structural analysis of the existing facilities structure will be performed, including borings and geotechnical evaluation. A summary report will be provided, listing conclusions, remedial recommendations, and a professional cost estimate of any recommended repairs. This structural evaluation will precede the programming and schematic design phase of either of the projects.

The contemplated renovations for the building include upgrades throughout the building areas such as: code update work; partition revisions for program needs; ceilings, flooring and other finishes replacements; updated bathrooms, kitchen, and living areas; replacement of HVAC systems; updated electrical and technology wiring; refurbishing/cleaning of the building exterior, and site repairs including driveway, parking lot, and walkway replacements.

The preliminary construction cost budget for the renovations and improvements of the Volk Fire Station building is approximately $2.1 million, with a total project budget of $2.5 million including soft costs and project contingencies.
